Shapiro Signs Bill to Update Greiner Law Benefitting Nonprofit Organizations
October 22, 2026
HARRISBURG – Today, Gov. Josh Shapiro signed legislation that builds on a 2017 law sponsored by Rep. Keith Greiner (R-Lancaster), to provide nonprofit organizations with a clear financial reporting standard aligned with federal requirements.
“As a certified public accountant (CPA), I recognize the need for continuity in the way charitable organizations are measured and monitored,” said Greiner. “Nearly 10-years ago, the law I sponsored aligned state guidelines with requirements set forth by the federal government for audits of state and local governments and nonprofit organizations. In doing so, my legislation raised the threshold of contributions necessary to trigger an audit from $300,000 to $750,000. Act 104 of 2026, signed by the governor today, increases that amount to $1 million.
Updates also apply to charities under the threshold. Those receiving annual contributions of at least $500,000, but less than $1 million, will be required to have a review or audit; and those with annual contributions of at least $150,000, but less than $500,000, will be required to have a compilation, review, or audit. A compilation, review, or audit will be optional for any charitable organization that receives annual contributions of less than $150,000.
“I co-prime sponsored the House version of the bill that was signed into law today. I wholeheartedly supported this commonsense legislation, which had widespread bipartisan support in both the House and Senate,” said Greiner. “I am pleased the law I put in place a decade ago to unburden Pennsylvania’s struggling charities is still working for them today. The necessary and timely adjustments to the law will enable charities to adhere to financial reporting requirements while also maintaining a healthy cash flow. The updates to the law will help maximize the dollars raised by nonprofits to help them meet their goals and avoid the need for taxpayer-funded government assistance to fill the gaps.
