HARRISBURG – A bill sponsored by Reps. Stephenie Scialabba (R-Butler) and Ed Neilson (D-Philadelphia) to protect consumer information and privacy, House Bill 78, has been approved by the Pennsylvania House of Representatives.

“We live in an information-dependent world, with much of that data now digital in nature, making it easy to collect and use, valuable and vulnerable,” said Scialabba. “Too often, we don’t know how that data is used, if it’s accurate, whether it’s protected or if it’s sold to a third party. Our Commonwealth’s laws have not kept pace with our changing world and consumers deserve better; they have a right to privacy and to know how their information is being used.”

House Bill 78 would create the Consumer Data Privacy Act, bringing Pennsylvania up to speed in the digital marketplace. It protects individuals’ freedoms and liberties by giving them essential rights regarding the collection and use of their personal information while carefully balancing the operational needs of our small and large businesses that form the backbone of our economy.

“In this digital age, control over your data is integral to your liberty and independence; it’s time we protect it,” Scialabba said. “House Bill 78 says loud and clear: In Pennsylvania, privacy is a right, not a privilege, in the digital age.”

According to the Bloomberg Law website, 20 states have comprehensive data privacy laws, including the nearby states of Delaware, Maryland, New Jersey and Virginia. Fourteen more states are, like Pennsylvania, in the process of considering consumer privacy bills.

Scialabba is the Republican chair of the House State Government Committee’s Subcommittee on Government Information Technology and Communications, and the chair of the House Republican Caucus’s Artificial Intelligence (AI) Opportunity Task Force. Prior to joining the General Assembly, she focused her legal practice on data privacy and cybersecurity matters.

House Bill 78 now heads to the Pennsylvania Senate for consideration.
