Legislation would increase transparency of acquisitions by municipal authorities
HARRISBURG – By a unanimous vote Monday, the House advanced legislation, sponsored by Rep. Robert Godshall (R-Montgomery), which would provide greater transparency over acquisitions by municipal authorities and prevent what Godshall described as “empire building.”
Municipal authorities often buy, lease or otherwise acquire additional projects thereby expanding the scope of operations to reach a larger population. As an authority’s service territory increases, so does the possibility that proposed expansions may impact the rates or service of current rate payers. House Bill 66 would ensure the public is aware of how the acquisition will impact them.
“Under current law, municipal authorities seeking to acquire additional facilities must only receive the approval from member municipalities and vote on the measure at a scheduled public meeting. However, rate payers may not be aware of how the purchase may affect their rates or service,” said Godshall. “My bill would require municipal authorities to hold an advertised public meeting and clearly demonstrate the anticipated or projected benefit the acquisition would have for the current rate payers. This includes any changes in rates, service quality and reliability.”
Godshall’s bill would also require the anticipated benefits to be published in the meeting minutes. By increasing the transparency of acquisition decisions, authorities will be held to a higher degree of public accountability. House Bill 66 now goes to the Senate for consideration.
