HARRISBURG – Legislation designed to make sentencing tougher on criminals who hide their faces during the commission of a robbery passed the House this week, said the bill’s author, Rep. Mike Regan (R-York/Cumberland). The bill, if enacted, would specifically call upon the Pennsylvania Commission on Sentencing to increase the sentence range for a person who commits a robbery while concealing, or trying to conceal, all or part of his or her face during a robbery.
 
“There have been several instances in my district and adjacent to it, where residents were robbed by individuals concealing their faces,” said Regan. “This has resulted in the victims being even further traumatized by the robbery. I believe adding this provision to the sentencing process can present a better deterrent to those who think about committing these crimes.”
 
Regan said video surveillance has improved with advances in technology for homes, businesses and public places. With that, he said there are criminals who try to hide their identity, and therefore, thwart the investigation, making it more difficult to bring justice to the victims.
 
The bill goes to the Senate for consideration.
