HARRISBURG- The House of Representatives voted this week for
House Bill 1233, sponsored by state Rep. Marguerite Quinn (R-Bucks), which would improve patient access to out-patient diagnostic imaging test results. The legislation would require the imaging service entity to directly notify the patient between 7-20 days after the results were sent to the ordering health care practitioner, if there is a finding of an abnormality which requires follow-up care. The report must detail the results of the test and a statement that the patient is receiving the notice due to an abnormal finding.
This legislation does not apply to in-patient diagnostic imaging tests, obstetric ultrasounds or x-rays. The Department of Health is required to conduct compliance reviews and establish a complaint procedure to investigate complaints relating to the disclosure.
The York County House Republican Delegation, including state Reps. Seth Grove (R-Dover), Kate Klunk (R-Hanover), Kristin Phillips-Hill (R-York Township), Mike Regan (R-Dillsburg), Stan Saylor (R-Red Lion), and Keith Gillespie (R-Hellam) issued the following statement in response to passage of the legislation:
“We’re pleased to join our colleagues in the House, in support of this important legislation to improve patient access to diagnostic imaging test results. This legislation is a win for the health of all Pennsylvanians. Access to diagnostic testing results will empower patients to become more active in providing for their care and ensuring they receive the necessary treatments. We encourage the Senate to consider this legislation swiftly, so Gov. Tom Wolf may sign this into law without delay.”
The legislation is now being considered in the Senate.
