Phillips-Hill Supports Bill to Address ‘Snow Day Scheduling”

HARRISBURG – State Rep. Kristin Philips-Hill (R-York Township) today joined members of the House Education Committee in unanimously passing House Bill 158, legislation which would give school districts flexibility in addressing days lost to bad weather. The bill may now be taken up by the full House.

“Last year, Dallastown Area School District had 21 days affected by bad weather,” said Phillips-Hill, a former Dallastown school board member. “More than 100 students attended one of the school board meetings to express concerns over the many issues created by the extension of the school year due to weather-related issues that included dealing with work obligations or the overlapping of the end of high school with the beginning of college summer sessions. This legislation gives school directors some choices other than extending the calendar further into June or July.”
House Bill 158 would allow school boards two options within the existing school calendar:
• A school year with a minimum of 900 hours of instruction at the elementary level and 990 hours of instruction at the secondary level in lieu of 180 days.

• Scheduling school on not more than one Saturday per month to complete 180 instructional days, or 900 hours at the elementary level and 990 hours at the secondary level.

Education is one of Phillips-Hill’s four committee assignments for the 2015-16 session. She also sits on the Children and Youth, Health and State Government committees.

“Being considered by one of the 27 standing committees is the first significant hurdle a House bill must clear,” Phillips-Hill added. “I’m happy with the committees to which I’ve been appointed, and am looking forward to further examining and subsequently moving meaningful legislation to the full House.”
