Governor’s Veto Kills Fair School Funding, PlanCon Reform, Grove Says
HARRISBURG – Gov. Tom Wolf’s veto of the $30.18 billion budget passed by the House and Senate also eliminated the fair education funding formula and school reimbursement reform passed by both chambers, Rep. Seth Grove (R-York) said today.
“The Public School Code would have directed increases to each school district in York County, in addition to changes to the funding formula to address shortfalls over the past several years,” Grove said. “This was a responsible spending plan with a true commitment to ‘schools that teach.’ It is a shame that the governor doesn’t feel the same way.”
Included in the Public School Code was reform for the Planning and Construction Workbook process, or PlanCon, which is the process by which the state reimburses schools for construction projects. The process is cumbersome and archaic, involving 11 steps. The first step alone involves 200 pages of paperwork. The legislation approved by the House and Senate would have ensured that billions of dollars in reimbursements were directed to schools across the Commonwealth, including the following schools in York County:
• Central York School District
• Dallastown School District
• Dover Area School District
• Hanover Public School District
• South Eastern School District
• South Western School District
• Southern York School District
• West Shore School District
• York City School District
• York County School of Technology
• York Suburban School District
“The House has already passed
House Bill 210, which I introduced to reform PlanCon and to bring school reimbursements into the 21st century,” Grove added. “I look forward to continuing to work with leaders in the House and Senate on these essential changes.”
