Quigley Says Waiting to Fund Critical Services is Unacceptable
HARRISBURG – Rep. Tom Quigley (R-Montgomery) voted to override the governor’s budget veto of services for children with special needs, cancer patients and rape crisis victims. In doing so, he released the following statement:
“A governor has not enacted a full budget veto since George Leader in the 1950s. We discovered that there is no court precedent for line item override votes because of the uncommonality of the full budget veto. However, just because a line item override vote hasn’t been done before does not mean it isn’t constitutional.
“The circumstances surrounding the override vote are certainly extraordinary, but we must efficiently and quickly direct the funding the entities that provide the most valuable services to our constituents.
“With the governor’s full budget veto, $13 million of state funding is being kept from our constituents. As if $13 million isn’t enough, the absence of a state budget also prevents federal funding from being funneled to the organizations that need it most.
“I am disheartened that not a single one of these critical line items received the two thirds majority to override the governor's veto.”
