Day Urges Governor to Sign Emergency Funding Bills - Lehigh Valley member supports legislation in House

HARRISBURG – Rep. Gary Day (R-Lehigh/Berks), a member of the House Appropriations Committee, today said that Gov. Tom Wolf needs to do the right thing and sign emergency funding legislation approved in the House on Thursday.

“This emergency funding is literally a lifeline for service providers that have curtailed services, spent down their reserves, furloughed workers, turned clients away or shut their doors, and now our schools may be forced to take similar actions,” Day said. “That’s not a government that works, and that’s why it’s incumbent upon us in the Legislature to do what we can to get this funding moving to those who need it most.”

Senate Bills 1000 and 1001 would fund state government operations for four months, dating back to the start of the fiscal year on July 1 and continuing through Oct. 31. Amounts are based on House Bill 1192, which was the budget proposal passed by the General Assembly in June and which included higher amounts for these line items than in 2014-15.

In addition, the emergency funding bills would allow $24.3 billion in federal dollars to reach their intended recipients, with PHEAA grants and county child welfare lines disbursed at 50 percent.

“The governor has clearly miscalculated the negative impact his budget veto has had on communities all over the Commonwealth,” Day said. “Instead of using his line-item veto option, he chose to veto the entire no-tax increase budget we gave him, and has advised that nonprofit service providers and school districts take out private loans to get them through – all while insisting upon billions in new and increased taxes. In speaking with residents throughout the 187th District, they’ve told me they cannot afford the governor’s grand wish list, and to stand our ground in ensuring fiscal responsibility.”
