Metcalfe, ERECommittee Set to Move Legislation Clarifying Wolf’s Lack of Authority to Initiate RGGI Without Legislative Approval

WHAT: PA House Environmental Resources and Energy(ERE) Committee Majority Chairman Daryl Metcalfe (R-Butler) will convene a voting meeting to advance House Bill 2025,which would reinforce that legislative authorization is required before Pennsylvania could join any cap-and-trade, carbon tax-imposing emissions program such as the Regional Greenhouse Gas Initiative (RGGI).

“Even though we are moving this bill, the fact remains that the governor never had the authority to enter Pennsylvania into RGGI without Constitutionally-mandated legislative approval,” said Metcalfe. “Passage of House Bill 2025 will make this crystal clear via legislative statute.”

Metcalfe also indicated his preference to havesupporters of this bipartisan effortin attendance to witness the vote on House Bill 2025. Last February’s public hearing on this subject was packed with energy producers, corporate leaders, union workers, and otherfamily-owned,non-conventional operations that stand to lose their jobs and livelihoods if RGGI is implemented.

However, this will not be possible for the voting meeting due to Dictator Tom Wolf’s draconian closure of the state Capitol to the people.
